A 2006 graduate of Leominster High School, Higgins obtained her Bachelor’s degree in Political Science from UMass Amherst, earned her law degree from Northeastern University School of Law and was admitted to the Massachusetts Bar in 2014. She has worked for the last ten years as a community advocate, first as a Rape Crisis Center Teen Counselor/Community Educator throughout Central Massachusetts. Then, as a law student, she worked in Governor Patrick’s Office, the Worcester Juvenile Court, Community Legal Aid’s Elder Law Unit, and with the Reproductive Justice Unit of the Human Rights Law Network in New Delhi, India. Higgins has pledged to defend public education, increase access to mental health services and create economic development opportunities as State Representative. “At Northeastern, I co-chaired the Animal Legal Defense Fund for two years and competed in the National Animal Law Competition,” said Natalie Higgins. “I am honored to have the support of the Massachusetts Voters for Animals in my campaign for State Representative and will continue to fight for animal welfare.” Natalie Higgins has also been endorsed by the Massachusetts Nurses Association PAC, MassEquality PAC, the Mass Women’s Political Caucus, and the International Union of Operating Engineers Local 4.

Advocates agreed, saying the plan would ease a crushing financial burden on young people, even if it does not go as far as Sanders’ promise to eliminate tuition for all, regardless of income. “I think this is a really great step toward completely free and universal public higher education,” said Natalie Higgins, executive director of the Public Higher Education Network of Massachusetts, a nonprofit advocacy group. “We know it’s going to come in pieces. This isn’t the end.” But she added, “There’s a huge concern for me about whether or not there’s funding available and a priority to make this happen.” The funding crunch, she said, is one reason her group supports a proposal, backed by unions and liberal groups, to impose an additional tax on those who earn more than $1 million dollars in a single year. Because the change would require an amendment to the state constitution, that plan faces a series of legal and political hurdles before it could appear before voters on the ballot in 2018.
